We present a systematic consideration of equity in emissions pathways at the level of the European Union, prepared for the EU Scientific Advisory Board on Climate Change. The analysis starts from a framework of international environmental law principles that inform national 'fair shares', combined with principles highlighted in European Climate Law.

Building from this normative position, we describe allocation approaches that can be considered 'fair' and identify the indicators that operationalise them. We then quantify what each fairness approach implies for the EU and compare these implications against stylised European climate mitigation pathways.

The contribution is methodological: a transparent way to surface the equity choices embedded in EU pathways and to compare what each fairness approach implies, rather than recommending a single allocation.
